Request for Proposals – Heating and Cooling Modifications at the Kickemuit Village

The Warren Housing Authority, Warren, Rhode Island, the Awarding Authority, invites sealed bids from Contractors for completing the Heating and Cooling Modifications at the Kickemuit Village housing development; in accordance with the documents prepared by William Starck Architects, Inc., 126 Cove Street, Fall River, Massachusetts.

The work generally includes, but is not limited to the following:

  • Removal of the existing strip of electric baseboard heat in 41 apartment bathrooms (of the total 153 units).  The new electric baseboard heat will be located on an adjacent wall in the bathroom.
  • Removal of the 4 existing floor-mounted, through-wall mechanical units within the administrative office area of Building H.  New split-system (outdoor condensate units/ air-source heat pumps with in-ceiling cassette diffusers) will be provided in approximately 7 rooms of the administrative office area of Building H.  All ceilings are suspended acoustical tile, except for one.  The openings for the removed through-wall units will be infilled with brick and/or suitable materials to match existing.

Bids are subject to Equal Employment Opportunities, bonding requirements and other bidding and contract requirements as set forth in the construction documents.

Bids will be received until 10:00 A.M. on Thursday, December 18, 2025, at the Warren Housing Authority, 20 Libby Lane, Warren, Rhode Island, 02885.  Sealed bids may be submitted via USPS mail or via the Document Drop-Box located in the Main Office vestibule at 20 Libby Lane, Warren, RI.  Individuals requesting interpreter services for the hearing impaired must notify the Warren Housing Authority at (401) 245-7019 seventy-two (72) hours prior to the bid opening.

Bids shall be accompanied by a Bid Deposit that is not less than five percent (5%) of the bid amount and made payable to the Warren Housing Authority.

Bid Forms and Bid Documents will be available via email free of charge, in PDF format beginning Wednesday, November 26, 2025, from the office of the Architect, William Starck Architects, Inc., 126 Cove Street, Fall River, Massachusetts, 02720, between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday.  Bidders requesting Contract Documents are to contact:

If mailed, bids shall be sent to the Warren Housing Authority, 20 Libby Lane, Warren, Rhode Island, 02885 and received no later than the date and time specified above.

Bids are subject to prevailing wage rates as determined by the U.S. Secretary of Labor.

The Warren Housing Authority reserves the right to reject any or all bids or to waive any informalities in the bidding if it be in the public interest to do so.
